2025 Osgoode By-election – Voting opportunities

There are three options to cast your ballot in the 2025 Osgoode By-election:

1. Voting in person.

2. Voting by special mail-in ballot.

3. Voting by proxy.

Voting in person

There will be a total of two in-person voting days for electors to cast their ballot in the 2025 Osgoode By-election:

1. Advance Vote Day on Friday, June 6.

2. Voting Day on Monday, June 16.

Voting places will be open from 10 am to 8 pm with exception of identified institutions and retirement homes which have reduced hours, as further described below.

Voting places

The 2025 Osgoode By-election will use an anywhere voting model, allowing eligible electors to cast their ballot in person at any voting place regardless of their address, with the exception of voting places in identified institutions and retirement homes which are reserved for the residents of these facilities.

Anywhere voting has previously been implemented during Special Advance Vote Days in the 2014, 2018, and 2022 Municipal Elections, and on all voting days during the 2020 Cumberland By-election.

To support the anywhere voting model, an electronic Voters’ List will be used.

On Advance Vote Day (Friday, June 6), electors will have the opportunity to vote at any of the following voting places from 10 am to 8 pm:

  1. Osgoode Village Community Centre, 5660 Osgoode Main Street

  2. Parkway Church, 7275 Parkway Road
    voting places will be open from 10 am to 8 pm with exception of identified institutions and retirement homes which have reduced hours, as further described below.

  3. Carlsbad Springs Community Centre, 6020 Piperville Road

On Voting Day (Monday, June 16), electors will have the opportunity to vote at any of the following voting places from 10 am to 8 pm:

  1. Osgoode Village Community Centre, 5660 Osgoode Main Street

  2. Greely Community Centre,1448 Meadow Drive

  3. St. Mark Catholic High School, 1040 Dozois Road

  4. Parkway Church, 7275 Parkway Road

  5. Metcalfe Community Centre, 2785 8th Line Road

  6. École élémentaire catholique Saint-Guillaume, 5750 Buckland Road

  7. Vernon Recreation Centre, 7950 Lawrence Street

Eligible electors who are in line by 8 pm on voting days will be permitted to vote.

Voting in institutions and retirement homes

Subsection 45(7) of the MEA requires that, on Voting Day, a voting place shall be provided in the premises of institutions in which 20 or more beds are occupied by persons who are disabled, chronically ill or infirm and in retirement homes in which 50 or more beds are occupied.

The Elections Office has identified six institutions and retirement homes that meet this threshold in Ward 20 (Osgoode), where voting places will be established for the residents of these facilities on Voting Day (Monday, June 16) as set out below. Voting hours for these voting places are reduced due to the number of eligible electors residing at the facilities, in accordance with the MEA.

  1. Osgoode Care Centre, 7650 Snake Island Road (Voting hours: 10 am to 2 pm)

  2. Orchard Walk Retirement Community, 1491 Manotick Station Road (Voting hours: 10 am to 2 pm)

  3. Champagne Residence, 5779 Rockdale Road (Voting hours: 10 am to 2 pm)

  4. Ste-Marie Residence, 5855 Buckland Road (Voting hours: 4 pm to 8 pm)

  5. Dr. Robert A. Dowd Place, 3200 Vance Street (Voting hours: 4 pm to 8 pm)

  6. Stanley Apartments, 2761 8th Line Road (Voting hours: 4 pm to 8 pm)

The list of voting places and voting place maps will be made available on ottawa.ca/vote and on the Elections Portal on Thursday, May 15.

Electors can find their voting places by referring to their Voter Notification Letter (which will be mailed the week of May 15) or using the “Where do I vote?” tool on ottawa.ca/vote from Thursday, May 15, to Monday, June

Voting by special mail-in ballot

Eligible electors can apply to vote by special mail-in ballot from Thursday, May 15 to Friday, May 23, at 4:30 pm. This alternative voting method is available to all eligible electors upon request and allows electors to cast their ballot without having to visit a voting place in person.

Special Ballot Voter Kits will be mailed the week of May 26. If an elector has not received their Special Ballot Voter Kit by Tuesday, June 3, they can contact the Elections Office for assistance.

Electors must mail or deliver their completed special mail-in ballot to the Elections Office (1221 B Cyrville Rd) by 4:30 pm on Voting Day, Monday, June 16. Electors can also deliver their completed special mail-in ballot to the City’s Client Service Centres by 4:30 pm on Voting Day.

Special mail-in ballots received after 4:30 pm on Monday, June 16, will not be counted.

Voting by proxy

An eligible elector can choose to appoint a proxy to vote on their behalf. A proxy must be an eligible elector in the City of Ottawa and can still cast their own ballot if they are an eligible elector in Ward 20 Osgoode.

A proxy can vote for only one other person unless they are representing members of their own family. A proxy appointed for a person who is not a family member can act as the proxy for this one person only. A person cannot be appointed as a proxy for a non- family member and a family member at the same time.

To appoint a proxy, the elector and the person they want to appoint must fill out two copies of the Appointment for Voting Proxy - Form 3. This form is available on ottawa.ca/vote. The proxy must take the completed forms to the Elections Office or any Client Service Centre during regular business hours to have it certified by City staff from Thursday, May 15, to Monday, June 16, at 4:30 pm.
